Originally only the 1999-2002 4Runners came with the license plate frame WITHOUT the "4Runner" emblem on top, and only 2002 had the chrome option, but this will fit all 1996-2002 4Runners.
Aside from the handle screw tabs on the frame and some slight scuffing, there are no issues with this frame.
***The handle screw tabs on the frame are not necessary for securely fastening the handle since the handle also has two studs and two nuts that mount it directly to the hatch. ***
